The questions and answer choices are printed in full, so you can answer on paper. The transcripts sit in their own section at the back, after the questions and before the answer key, so you only read them when you want to check what you heard. The explanations, which say why each wrong choice is wrong, are on the online practice pages, and the PDF links to the page of every set.
The TOEFL listening PDF is free to download with a free BestMyTest account. Create the account, come back to this page, and the download button appears. The same account opens the online version of every set in the PDF with its audio, Sample Test 1, and the free lessons.

Use the TOEFL listening PDF with the audio online, one set at a time. A link under each set opens its online page, where the recording plays once, as in the real test. Play it, answer on paper, and then check the answer key. Keep the real timer in mind: 20 seconds for a Listen and Choose a Response question and 30 seconds for every other question.
Read the transcript only after you have answered. In our TOEFL listening practice questions, learners scored 85% on Listen and Choose a Response, 77% on conversations, 76% on announcements, and 75% on academic talks, so give the academic talks the most time. If you have no internet, the transcripts let you use the PDF as a reading exercise for the same question types, and our guide to the TOEFL listening question types shows what each type asks.
The TOEFL Listening test is on a computer with audio and a timer, and a PDF has neither. On paper you cannot hear the speakers' tone, you cannot practice the one-play rule, and nothing times you. So after the PDF, practice the same sets online, where every recording plays once, the timer runs, and each question is scored with an explanation.
