The Writing Task 1 of the IELTS Academic test requires you to write a summary of at least 150 words in response to a particular graph (bar, line or pie graph), table, chart, or process (how something works, how something is done). This task tests your ability to select and report the main features, to describe and compare data, identify significance and trends in factual information, or describe a process.

The line graph demonstrates a rise in homeless people across England, specifically London and the rest of England, over a period of six years.  Units are given as the number of people classified without a home.

Taken as a whole, the number of homeless persons increased across England throughout the time period, though by smaller amounts in London than the rest of the country.   

Regarding the whole of England, there were around 1600 persons registered homeless in 2010, who increased steadily to over 4000 by 2016, approximately three-fold higher than at the start of the period.   Similarly, areas of the country outside of London had their homeless population gradually increase from 1450 people in 2010 to over 3000 six years later.

On the other hand, London had a slightly more gradual increase to the rest of the country.  Those classified as homeless remained roughly steady at 500 until 2013, when the number doubled to 1000 and stayed at that level until 2016.
